The way school choice works, school districts may choose whether to receive out-of-district students.
They determine how many students they will accept based on the availability of seats — although once an out-of-district student is accepted that student is allowed to stay through high school graduation.
What school districts do not have any choice over is how many students decide to leave their district for school choice programs elsewhere.
The school choice program in Massachusetts started with 1,000 students in 1992 and now has 16,000 student participants, according to the Pioneer Institute, a free-market think tank that supports school choice, public charter schools, and scholarships for students from poorly performing districts to attend independent or parochial schools.
Approximately 12.5 percent of school choice participants attend schools on Cape Cod.
